One possible alternative FOR RECREATIONAL OW DIVERS on vacation dives is the following. The diver Slide the console through the "shoulder loop" of the left side of the diver's BCD. tThe consodle can then sit directly in front of the diver.
Mistakes happen. All humans are fallible. We are easily distracted.
That's why we need systems in place to make us do certain tasks more safely. That's why pilots use checklists.
Wow. Sounds like that procedure needs to be changed.
MAYBE it is a wise practice to keep divers off the platform until the captain is ready to put people in the water.
Do we know for certain that it was a PADI AOW class?
If it was PADI, then we won't hear anything from PADI. PADI does not share information about what it learns in an investigation.

Do we know what kind of gear Mr. Moss was wearing? That is, was he diving a recreational rig?
If Mr. Moss was diving with recreational gear, do we know if Mr. Moss was using a weight-integrated BCD or weight-belt?
I have been involved in SCUBA incident investigations.
My view is that, based on what we have read in this Forum, we do not fully know what happened. Hopefully, we will learn more.
Let us hope that more reliable information about this incident surfaces. Perhaps, we'll learn something from an autopsy.
It may be a tad early to lay blame.
Forgive me if I missed something, but I'd like to ask a few questions for the purpose of getting facts clear.
Are we 100% certain that the scouts were on a Discover Scuba Dive? If so, are we 100% certain that the Dive Leader was an Instructor and not a Divemaster?
