I have found that September to even mid-October is unpredictable. The 3rd week of October and later yields a little better weather usually. Wind and rain can cancel a lot of the dive boat trips so plan accordingly. You may want to try and schedule towarda late October if possible.

Do a search for Rancho Loma Bonita. Its a decent operation and they are off Highway 307 about oh, 40 minutes or so south of Cancun. If you can ask for Willie, he is a great guide. The scenery is beautiful and they have a bunch of horses to choose from.
Don't get the idea that you are "settling" for diving in Cancun. Cancun and the Mayan Riviera offers some great diving. I am at work right now and do not have the contact information but I will send you information on diving in the area including my input on the dive operators.

I have not spent as much time in Cozumel as I have in Cancun and the stretch south on the mainland. But I can say at least from the east coast it is fairly cheap to get to, stay at and activities are reasonable.
