Nothing new. You can do that now with any number of agencies. Children and Families, IRS, DEA, Alcohol and firearms, zoning agencies, neighborhood associations, etc, etc. Now add Homeland security. Just because someone is paranoid does not mean THEY are not after them.

How about someone using scuba gear to bypass security at guarded installations? I can see where this could be important. Not every government program is stupid. If they combine a new interest in scuba with other suspicious affiliations it just might tip them off and avoid an act of terrorism.
