I know some people who rent part of a house with no A/C for a few months for $300/month, but I suspect it is a little bit Mexican. And they have done it for years.
I'm guessing there isn't enough pressure in the system to blow up a tank in good condition. I have heard a steel 72 will explode at about 7000. The pressure disk should blow well before that. Anybody that plugs them probably knows what they are doing.
Where are you in Mexico? I own a big adjustable wrench and a hammer in Mexico that I bought for that purpose. The air shop in Puerto Morelos doesn't believe in lubricant and it can be tough to get their valves off.
Using the tanks you like is one advantage. For me it is 35 miles to the nearest place I can get a fill and takes 2 trips so I have tanks and a compressor.
