The hose that came on my Hollis would not even come near close enough for me to oral inflate. I switched it out with the Diverite one it stretches MUCH better.
Well for my own personal preference I like my tanks to be a little higher (inline with body) and to be a little further back (valves at the back/bottom of armpit. I use worthington HP100s and also use the rails on my hollis. Its just they way that works for me.

Well not to beat a dead horse but If my tanks were + near the end of the dive I would simply add a weight or 2 to the camstraps on the tanks.
As stated tank choice has a lot to do with the problem your having. I use 2 Worthington steel HP100's so even bone dry there -2lb in water.
