I traveled to SJD on 11/19 and was never even asked about a housing. I had the same strategy as my last visit a year ago, which was to appear as innocuous as possible - dive gear was in a duffel bag, housing in a carry-on suitcase and cameras in a normal backpack.
I've been diving in St. John for years and I only ever wear a rashguard and trunks (though on my last visit I wore a 1mm suit and that was nice to protect my lower legs). The water temperature is usually in the 80s. Winter might be a tad cooler, but not by much.

@Murphy in NC If you want to dive with mantas, the Revillagigedos Islands are one of the best manta diving destinations in the world. It's not easy to get to, but if you're coming from NC, it would be easier than PNG. And Mexico is open to Americans.

This Duck Island is part of the Isles of Shoals, and that is where the incident took place (according to the NE Scuba Divers FB group). According to the same post, she has passed away.
I went on my latest Shoals trip on Sunday. Rough day. First dive was like pea soup with no seals. Second dive had even lower visibility, but I did have one great encounter with a seal coming within inches of me!
