What you call "crappy" Puget Sound divers call "summertime". It's not uncommon to see viz of less than one foot (.3 m) in the summer months. Diving in those conditions is equivalent to the low visibility that can be encountered on night dives.

Just for the sake of completeness, the red cover everyone is talking about isn't the diaphragm - it's the environmental seal. The diaphragm is well below that in the barrel of the reg.
And I keep my environmental seal pointing up. :)

I don't think there's any need to go so far as to hire a dive guide in the PNW. After four years there I can guarantee you that almost any Seattle or area diver would be happy to buddy up and show you the sights.
