It's tough to beat the Olympus/OI TG series for inexpensive expandable capable cameras. you could get a used TG 5 or 6 for $200 or so good to 40' with no housing.

Is snorkeling the primary goal, or it is it an add on for non divers in a group? If primary, Curacao would be hard to beat, Bonaire is also good for snorkeling from shore. Both have excellent shore diving as well
