Here are some Curacao shots from an un-housed TG 5.. bought the camera and housing just before the trip it was brand new and the housing oring leaked on the first dive. Luckily camera is water proof so when I took it I stayed above 45'
It's tough to beat the Olympus/OI TG series for inexpensive expandable capable cameras. you could get a used TG 5 or 6 for $200 or so good to 40' with no housing.
Is snorkeling the primary goal, or it is it an add on for non divers in a group?
If primary, Curacao would be hard to beat, Bonaire is also good for snorkeling from shore. Both have excellent shore diving as well
