Any rust remover will get the rust off, naval jelly or even chrome polish has rust removing capabilities. You could even sand it out with a sanding sponge. I've refinished steel tanks before with strippers, sanders, galvanizing primers and two part epoxies and wont do that anymore. Spray away...

Maybe so. I was just stating that the one I briefly had stated it's exemption status on the cylinder. I was curious why so looked it up and read here on the board somewhere that it was due to length or diameter or both. Either way, if filing off of your own cylinder the choice is yours to make.
They are exempt because they fall short of the minimum diameter and length that a cylinder can measure before requiring a hydro. However, you can take one in for testing if you desire.

They are stamped on the outside of the tank so they can be read easily. Look for it near the factory stamps right below the neck. It will be a month and year stamp. In the photo below it is the stamp where the paint is chipped off around it.
