The Sport Chalet in San Diego has all that and always has a better price than the independent shops. every time I have done a price comparison gloves, boots, hoods what ever Sports Chalet is always the best price. When they do their big tent sale you can really get some good deals.
yes, at the end of a dive at the 10' stop, the instructor would have me dump air (purging the back up second stage) until less than 500# . We did this multiple times.
I did the DUI demo day a few years ago at Lake Rawlings (sp?) in Virginia. DUI runs a tight ship. I was impressed with how well organized it was both in and out of the water. I did two 20min dives in a group of less than 10 divers with one instructor. Couldn't have been any easier.
I buy everything used (Craig's List) except Boots and gloves. The trick is knowing what you want and hunting for it instead of shopping. For example, I wanted a Deep Sea Supply BP/W, it took a while but I got it off Craig's List for a song.
Chances? What difference does it make, you've already bought them. Take them to a shop that does that kind of work and see what happens. I recommend using a shop that actually does the work there and does not send it out. Additionally, if the shop you pick says they are beyond repair take...
I have a DSS horseshoe wing and dumping air through the "butt" valve is no problem. It's likely with a doughnut wing the tank is pressing on the bottom of wing. Bottom line: it doesn't make much difference.

I think the avaliability of a reliable buddy is a big factor in diver retention - especially immediately following the initial training. If it weren't for my dive club, Power Scuba, here in San Diego I would not dive nearly as much and may even have drifted away in the first year.

I agree with your action of reducing the tip and including the note about why. Calling someone out during the SI can be hard and not everyone is comfortable doing so. Sometimes divers with cameras (call them photographers or whatever) can take up some room both in and out of the water...
Similar experience UTD, I have taken classes through Rec 2 and no one has ever said anything about my DSS BP/W nor have they ever tried to fix a skill problem with an equipment purchase. They seem to have a pretty inclusive attitude concentrating on skill more than equipment.
