That is exactly why I always suggest new divers try as many different types and styles of gear as possible before buying anything. At the shop where I work we let the students use different gear each week in the pool during training so at least they have some exposure before buying.
Experience. I've seen way to many people rush to become an instructor without really taking the time to learn each step of the way. The best DM's are the ones that have taken the time to be good at each level. Spend time with the students and customers, get to know them as people. Learn to...
That's about what I would expect with an air fill and a vip. If it's for the VIP then it's too high. If it were AL tanks and they were doing an Eddy current test then maybe but since they are steel they should not charge you for that.
Not much around the Portland area that would be suitable. The only thing that is even close would be Kline Line Lake in Vancouver or some place like that but the vis would suck.
I'd love to see a kit like that and the training to use it all. I was involved in a rescue attempt 2 weeks ago where an AED and the cardiac meds may have saved a life but we did not have access to them. We had a paramedic diving with us in our party but he could only do so much with what we had...

I think what you should be asking are Balanced vs Unbalanced. Search through the Scubaboard Regulator Forum, there is a lot of very good information. Good Luck.
My last USIA Bi Lam suit lasted about 14 years, the body of the suit is still good but I decided I needed a new one. If you take care of them they will last years. I can't comment on crushed neoprene vs tri lam.
