No the deco time only refers to the time from 70 to 0'

For tech 2 there was no hard and fast rules of decompression. As much as people would like it to be, there is no secret decoder ring of deco or arcane knowledge. Pretty much everything you have learned in Tech 1 applies for tech 2. It's just... deeper...and longer... with more bottles... :)...
Steve hasn't done much exploration in a while now. Mostly he spends his time of late removing cave history and changing lines. Would recomend against going with him.

Its mostly a semantic difference anyways. Over x number stops doing it as 30 second pauses then 30 second slide, or 15 and 45 or 10ft/min ascent is really different ways of saying/doing the same thing...

pretty much anything under 5 minutes bottom would call for minimum deco. I was recomended though that even with minimum deco to switch to 50% when possible.
on a dive of the profile you were mentioned a 120' bottle really isn't giving you that much.
Benefits:
it allows you to accelerate deco through that stop by maybe 5 minutes or so.
Costs:
It adds an extra switch on Deco. Which adds unneeded complication when trying to stay on...

The gear is setup correctly, I think its just tougher to explain it than to show it. I don't think its as useful when wearing stages as the mass of the stage will cause the d-ring to swivel back and forth and pull/work the SPG out.
Its just a small trick that one can do before going through...
