North bali would fit the bill - good shore dives (nice macro) and excellent culture to explore top side. Cheap as well. Seraya is a great place to stay.
THe old Sipdan would of been perfect, but its a 20 minute boat ride nowadays from Mabul. Mabul has nice diving but not much to do top side...
My understanding is that you need a permit from the Irish government to dive it.
They don't give out permits to anyone – you need a good reason. Even if you have a permit you may expect a monitor around.

If you're diving 1-4C water then yes, the Scubapros did have a name for free-flowing under some conditions. If however you are diving warmer water (say >6 C) then it's not an issue.
