Are you saying that divers from cruises do not need to pay the fee? That would be very unfair to those who choose to stay on the island and spend the most money to support the tourist industry.

I was in Roatan last year and I didn't take any shots. If you stay in an AI resort and do not plan to drink tap water or eat in restaurants outside the resort and such you should have nothing to worry.
