    People slag it off because the diving further out (North and especially the Coral Sea) is so much better...if you're going all that way it seems a shame not to spend the extra couple of days/little bit of cash to go see the really cool stuff.

    Honestly, TPWD punting is just something as simple as not wanting to devote staff time to managing a small pot of money with complex reporting requirements. They've taken major FTE hits over the years and really are running on a skeleton staff.
