Elsie is a dear!
Glad to see you had a good time on SD...with a larger group of divers, I think you'd find the occasional knocking for a rhinopias/pygmy seahorse/harlequin ghost pipefish a bit less distracting! Certainly we had time to go off and do our own thing.
Great trip report, by...
We saw a pod of dolphins pass about 100 yards off the dock at the Black Durgon (in the channel between Bonaire and Klein Bonaire) a week ago. Not sure about the species.
Well, you'd think that...but there's a whole literature in economics discussing the "Tragedy of the Commons" that describes why it's not true. (Fisherman don't have the choice between preserving the population at a sustainable level and overfishing...those who do not overfish will simply find...
Look, I deal with politics for a living. If you insist on right motives to go along with right policies, then you will never be satisified. Look at the final product...and recognize that success has many fathers. It's part of the grease that makes the whole system work.
The policy Bush...
People slag it off because the diving further out (North and especially the Coral Sea) is so much better...if you're going all that way it seems a shame not to spend the extra couple of days/little bit of cash to go see the really cool stuff.

Greenpeace's fill-in-the-blank public relations meltdown
Before President Bush touched down in Pennsylvania Wednesday to promote his nuclear energy policy, the environmental group Greenpeace was mobilizing.
"This volatile and dangerous source of energy"...
And that is exactly where I am coming from. The computer is a very precise nitrogen-load estimation device that doesn't get distracted by an eagle ray, lose track of time while trying to puzzle out what a dive partner is trying to communicate, or mentally fudge a "quick look" at an artifact...
No misunderstanding. Two words: Riemann Squares, generally used in basic calculus class to give a graphical description of what integral calculus is doing (i.e., an infinitely expanding amount of infinitely decreasing squares summed together to produce the area under a curve.
That's...
Tables are algebra, dive computers are essentially performing integral calculus. I prefer the area-determining precision of calculus, while also understanding the allure of simple algebraic relationships embodied in tables.
But please don't try to pretend that a human manipulating simple...
Honestly, TPWD punting is just something as simple as not wanting to devote staff time to managing a small pot of money with complex reporting requirements. They've taken major FTE hits over the years and really are running on a skeleton staff.
The problem is that the funds have to go through a Texas state agency...and TPWD has just said buzz off. (I don't THINK a local government entity will work for this, either.)
