No....doesn't matter. The only thing that could happen is that the local bandwidth was too slow to support the service....especially if you use live video like I do talking to my daughter in Holland. As long as the local ISP has the bandwidth you need, you're good to go...and you only pay Skype.

It doesn't have to be motion blur to be caused by motion. If the camera moves position after it has focus locked it will produce an out of focus picture.

It's been pretty good for a while. I noticed a bit of slow loading a few days ago.....lasted a day or two.... but it's OK again now.

You probably just need to stay very still, or at least keep the camera very still. You could also try shooting in "sport" mode while you are learning. Then the camera will select as fast a shutter speed as it can, which might also help.
