Sorry for the delay, just got my Cylinders back and yes I went to a local Company which do \hydrostatic testing on Diving Cylinders and they told me the same thing, cant certify becouse they are not Canadian.

Thank you all for your replies. As SCUBADIVER888 sugested, I will try to find a place doing hydrostatic testing of pressurized Cylinders just to be sure. If that fails I have use for them in a non Scuba application.
