I've found that afternoon diving in the Keys is somewhat spotty. Some Ops don't go out at all, others do, especially the larger Ops such as Rainbow Reef and Ocean Divers but they book up because the smaller guys aren't running trips, but even those Ops tend to do reefs in the afternoon not...

Maybe so but that option was not provided. The person I spoke to was all about making sure I understand the cancellation policy than anything else.

Sounds like you wrote it correctly- add air to keep your head above the surface to "check location" as you put it - AT the surface. I don't know about anyone else but I typically need to add air to my BCD when I surface at the end of a dive otherwise I'm treading water to stay afloat.
