If the student plans on diving with their spouse/child/parent/friend/anyone else, then yes. Why would you want to be anything less than fully prepared for whatever situation presents itself? And wouldn't you want that for your buddy as well?

PADI has a bunch of waivers for different situations, and for members, will revise them to suit your needs.

The course price should be considered separate from the gear. For AOW, that's not much, IMO. And when the OP says "gear rental each time" that's quite possibly two times, or even one time if he did AOW over a single weekend... There's not enough information there to give the shakey face, maybe...
