    I don't agree with your examples, but yes. Dive ops should refuse service to all kinds of people, in my opinion. And divers should refuse to bring their business to dive ops, for all kinds of reasons. Not really on topic for this thread, but you asked. :-)

    What happened to personal responsibility? If a certified diver is not qualified to take care of themselves, they ought to be beating on their instructor's door, if anywhere.

    One other benefit is that if you need treatment quickly, presentation of a DAN card may be more effective in ensuring that happens than waiting for the chamber to determine whether or not they'll get paid by your other insurer.
