I frog kick 60% of the time and i do it in the class as well. I just find that when only 20-30 percent of your students are interested in it Ill just take them aside *Or set them up with extra pool time* and just work with them! Usually these are the students that want to advance there diving...
if you use bungie when you top mount you can leave about 6 inches of bunngie that streches to almost a foot. So you can pull your bottle far enough ahead you can look at your tag at the top(Or identify your regs ie green/black/yellow/cheaper style) before NOTOXing

Frog kick is a tool its usefull in some situations but not in others. As a PADI instructor its not a required skill for the OW or AOW so unless students express interest for it i don't teach it. I do teach it with my PPB courses though. I also try and add a pool session to the PPB class...

Deep stop must be programmed in at the surface before going on a dive. But as an avid and seasoned Oceanic user I'd advise leaving deep stop off and while you ascend stop every 10 feet for a minute. It lowers your nitrogen faster then making a deep stop
IMO it doesnt matter what certification you go with your going to have good shops and bad shops, good instructors and bad instructors. A BIG class with out shop is 24 students with 5-7 staff members teaching. Are all PADI shops like that no but the good ones will be!
All I'm trying to say is you can't say splits are a complete waste for every and all divers! I've already stated I own different fins for different types of dives and as a "skilled" diver I can use splits just as well as most divers can use there blades. All I know is you should be trying...

I agree for your average diver thats not a tec or a pro or very advanced split fins are the way too go! I will admit I bought the H!s just for wreck/tec diving but most of my fun dives and OW dives that I'm instructing i use the splits

I just double checked the price on your manifold you linked here an the cheapest I could find it not online is $375 and was using staff discount pricing. The bands were about 80 bucks more too. I talked to the distributor and a few other stores around town and the word is it's customs.
