Yes, I was a bit concerned about the center elbow design as well. It has been a total non-issue for me. I don't log my dives but I probably have 200 or so on it without it ever getting in the way.

I would certainly call DLNR (and have). My concern about the loud voice if they receive too many calls would be to shut it down to those of us who are respectful.

Well, whenever I dive Shark's Cove, I know I'm stepping over people who are there (and laying out their towels, etc) to snorkel. It is in one or more Hawaii books as the best place on the island to snorkel. I'm not sure if they would be included in the "diving ban" if there was one...
