Tubataha is great but you can’t do it in July. Season is only like mid-March to mid-June, and probably best if you can avoid the extreme ends of the season. The boats fill up so you might need to plan ahead or get lucky.

I suppose you could hope for a last minute opening on a liveaboard if you do get there, and have backup accommodations and diving in mind if it doesn’t come together. I’ve been on a few boats where locals got on for great deals at the last minute. Probably not a great idea at peak times.

An AL80 might not always be the best choice for various reasons, but getting only 10 min at 60 ft is not one of them They're either trying to sell you a more expensive/profitable tank or clueless, either way I'd be skeptical of their advice.
