    Tubataha is great but you can’t do it in July. Season is only like mid-March to mid-June, and probably best if you can avoid the extreme ends of the season. The boats fill up so you might need to plan ahead or get lucky.

    One that you can get space on, for one thing. They do tend to book up so best to plan ahead. We were happy with Atlantis Azores. There are many boats that do it, or at least used to be. Might check live aboard.com to get general idea what's available.

    Is there an airport anywhere that doesn’t charge a departure fee? (and all sorts of other fees and taxes.) It’s often rolled into the ticket price where you don’t see it, and in theory is what helps pays for the airport facilities you’re using. Way different than the Mexican shakedown nonsense.

    I suppose you could hope for a last minute opening on a liveaboard if you do get there, and have backup accommodations and diving in mind if it doesn’t come together. I’ve been on a few boats where locals got on for great deals at the last minute. Probably not a great idea at peak times.
