When do you use an Underwaterhousing for Digital Cameras?

None really. I love my housing. Like i said above it's high quality, rugged, clear...
I don't pry anything, dig anything up, or crack anything open when i dive so a pair of shears would be all i would want. All i have right now is a small blunt knife that i've only ever used above water.
I dive most weekends both days so it makes financial sense. Otherwise i wouldn't have bought tanks. renting 2 tanks for the day in my area would cost me almost $20. I have a fill card for my tanks that is for $3 fills. Also i got Al80's from a closing dive shop for $70. Easy math...$14 more...
This is an exaggeration if you ask me. I'm sure pro's use them and i'm also sure that most pro's use DSLR monsters that cost thousands of dollars. I agree they give you more potential to take pics but i dove with my camera for 50 or so dives before recently getting a strobe. I got by fine...
A single universal housing for all digital cameras isn't really possible unless you're talking about a cheap zip-lock bag type thing like:

Otherwise most every camera needs at least some customization because it's a different size, or lens is in a different place...

A little light is nice to have on the housing but you will appreciate the strobe much more. At least i did. I now have a small ikelite flashlight and an ikelite DS50 strobe. I love the DS50. Small and powerful. Sorry but i've never used any of the strobes you mention.

I don't know if ike housings are standard but i have a ULCS tray on my Fuji F810 Ike housing. Didn't have to drill anything. I just had to get a couple appropriate bolts and a handful of washers.

The Fuji F810 is a great camera. It is discontinued but can still be found with a little searching. Camera + housing can be had for under $1000. Leaves enough money in your budget for a pretty nice strobe.
I'm not sure of seasonal trends but on 10/9 i believe the swells were in the 8-10 ft range so this probably didn't help the vis at all. There were surfers at Lovers and i ended up taking refuge at Metridium Fields.

White balance is very important to get good color out of your pics. Taking pics in RAW mode allows you to do all WB setting after the dive though (on a computer) so you don't have to worry about it while underwater. I dunno if the F10 has RAW or not. Also you probably will eventually want...
