Stretching out spring straps that are too short should not be a great problem. Just keep stretching the spring and relax it alternately in small increments (1/4" extra each pull) until you reach the elastic limit.
For last resort situations I was taught to take the BFK strapped to my leg and cut the SPG HP hose and breathe off that. The pinhole in the HP fitting at the 1st stage regulates the flow. If you intend to cut the the LP hose kink it first before the cut so you can regulate the flow.

Well I can comment on the first stage. In our family we have 3 reg sets with Cousteau 1st stages (and Micra Adj 2nd stages), they're in regular use and no problems at all to get service or parts.
