    It doesn't need to be tuned down, but some people do it anyway. Helium is less dense and breathes easier than air. Some people tune the IP down to increase the reg's reliability a bit. I doubt if it's necessary, but a lot of people do it. It certainly won't hurt the reg to tune it down...
