I have heard that Tubbataha is one of the best areas. Does anyone have thoughts on best time of year and or area for Philippines diving? Thanks
 
Tubbataha is good. It's only done by liveaboard for a few months of the year March-June when conditions are suitable. If you're going in the season and can get a spot it's definitely worth doing

As far as the rest of the Philippines, there are so many areas with different sorts of good diving, it really depends what you want. Different areas may have better seasons, but I think most are done year round (though liveaboards may tend to do different itineraries at different times of year.) There is wet season, dry season, and typhoon season (they get more than their fair share and they could occur any time of year, though there's peak season for those too.) Worth reading up on the weather.
