I just stumbled across this while looking up some spec's on Catalina cylinders. It appears to state that the feds are deciding not to harass people for filling tanks that are up to 1 year out of hydro. I'm not sure how many dive shops will give you a pass on that, but it seems that maybe the feds will, at least for now.

Of course, it's the government, so the policy may change on short notice.

Basically they don't want people to die because part of the population of O2 cylinders are in for hydro.

If a hydro takes a month it ends up being 5yrs * 12months/yr = 1 of 60 O2 cylinders is getting hydroed at any given time.
