$10 walmart aluminum cookie sheet? Tin snips will easily cut the curved outline. Looks like a fun idea/costume/show&tell item.
 
Update:
I decided that if I'm going through all that, it should be something he can use more often.
So... It'll double as a backpack!
Wings 1.0 is ready, many things I'll improve next time. I haven't used the sewing machine four years.

The air tank will be a drinking bottle.

We will be visiting at an aquarium soon, the perfect place to try out the new backpack :)
I don't have the plastic sheet yet, so might use thin plywood instead.

I'm afraid it'll have sharp edges, and not sure how to cut the harnes' slots
 
Decided to start with it.
I've cut some plywood and lined it with PVC chrome sticker.
The backplate is also a prototype. Bit should be good for now.
All is ready for the harness setup, tomorrow.

Just an idea.... A 2 liter soda bottle with a Camelbak hose run inside a scuba mouthpiece would make it a practical water bottle too! I'm still noodling on an easy idea for a housing to make it look like a second stage.

Got the aluminum water bottle, fits perfect.
Next pics will be from the aquarium, later this weekend.
