can I remove the yoke nut without the tool?
Yes. It just takes an elephant wrench, as @Zung had just pointed out.

In other words, a 15" or greater crescent wrench.

The problem arises not in removal, but in properly torquing the replacement DIN part. Do you have the proper hex key and a torque wrench?

EDIT:
Oops! Wrong regulator. You need a socket to torque the yoke bolt (in which case, you didn't need the elephant wrench).

Hey Bro, sorry for the long silence!
The final years at work were so intense I had to push back my retirement date by 6 months... Not complaining, the food was good. :)
Sadly, I've just managed to do a mixed turf & surf sort of trip to Thailand since, and then... COVID. :(

I have a proper 2-15 torque wrench

I have a 6mm hex key

But im not sure how to attach hex key to torque wrench

And what torque is it set to?
 
You'll need the wrench (top), the drives (middle), and the bits (bottom).
There're 2 sizes: 4mm at 4Nm for the filter, and 6mm at 30Nm for the knob.
