Just to be clear, are we talking about flights incoming to or outgoing from Cozumel? Why would such things be a concern for incoming travelers? All the regulations I have seen about liquids and gels in airports have been about post shoebomber and post underwearbomber measures taken for air travel security (please let's not get into whether they are effective or necessary); what's the point after the plane has landed?

Of course, but all of the concern about liquids in airports I've hear about has been about flying security. Most contraband isn't liquid, anyway. :D
 
Yes most is for flying safety but increasingly illegal drugs especially pcp comes in many forms including liquids. Am not a cop but have contacts at ICE and PD. They are finding more instances of PCP traveling since MaryJane is legal in many locations but those people do not have a pcp supplier in the destination. People are soaking joints in the stuff. Have you also never seen the military guy outside the terminal in Cozumel sniffing the incoming luggage? then another dog inside checking the carry on.
