blacktips scooter seem use pvc for its tube.

pvc issue habitually is the uv.

is there any protection for that for the blackbtips?

The old PVC tubed Gavins lasted for decades in the FL sun. Pretty sure it will outlast your diving career or fail for some other reason (flood, electronics, etc) long before the PVC is so brittle to cause an issue.
 
UV is generally not a concern for PVC. There is a reason that most building code has changed from ABS to PVC for drain/sewer pipe in recent years, ABS was cracking due to UV from storage in outdoor yards but PVC does not.
