In fairness, you're assuming serial testing. It could be done in parallel, and for ships, they could push this off on the cruise lines, who could do testing as everyone queues up. But yeah, this smacks of another of those grandiose government plans that goes, "Splat!" when it hits reality.
Yep. But I said 1 second per test. Kind of hard to picture a "test" in 1 second. Unless they just put up infrared cameras with computers to pick out the people that have higher than normal temperatures.

While doing my weekly shopping I noticed there's a lot more activity around Centro. Many of the little loncheras are open, although the seating areas are all roped off - it's still takeout or delivery only. And quite a few people not bothering with masks.

We continue to wait on the announcement with reopening details that the governor said would be made prior to close of business last Friday. He did issue a statement on Saturday saying that the target date to *start* reopening is June 8, depending on trajectory of COVID-19 cases.

The Cozumel mayor, tired of getting the same question, finally said, "We have no opening date, the state has no opening date, the federal government has no set opening date, it will be based on the number of COVID-19 Cases that we have."

This graphic, still un-official, has been floated, based on the announced color-coded system (they call it a traffic light; I've never seen a four-color traffic light, so I'm calling it "color-coded"):
