I am not French, but I am under the limited understanding that there is indeed a "scuba police" in the form of the coast guard that can request to check dive computers to ensure that the maximum depth is not over what you are qualified to dive to, as defined by French agencies.

Maldives is one that it is a regulation you must be certified to go diving.
....Also it is against the law to go into Deco
......Or go below 30 meters (90 ft)

And I know you ask "what happens if you violate those regulations?

Section 17: Confiscation of Equipment
1) The Maldivian legislation provides the Police the right to confiscate objects unlawfully taken up as well as equipment in cases where a diver has applied his or her equipment illegally.

Does tech diving exist in the Maldives or is that again the law, too?
 
As long as your tech diver is less than 30 m and within NDL limits, yes, it is not prohibited, according to the document.

In fact, you don't need any certification to dive in France if you don't go with a club or a shop.
