We will be in Perth mid February 2020 for 6 days.
I dive and my wife only snorkels.
Looking for a couple days of diving (shore or boat)
AND
topside tours to see the sites of the Perth area.
Recommendations for dive shops, sites and/or tour groups.
Thank you in advance for your replies.

Diving/snorkelling at Rottnest Island. Boats leave from Hillarys or Fremantle. Dive, Ski & Surf or Dolphin Dive (both in Fremantle) were good in my experience.

If you have a hire car, I recommend diving the Ammo Jetty which is about 45 mins south of Perth city.

Topside...Not sure what you're into, but you can do a winery tour of the Swan Valley. Fun day out! There's heaps of companies that run tours so that you don't have to drive yourselves.

It has been a long time since I was in Perth, but the WA Shipwreck Museum in Fremantle was well worth a look.
WA Shipwrecks Museum | Western Australian Museum and free entry. The maritime museum is in the same general area as well. There is a train from Perth, if driving on the correct side of the road worries you
