Should I get "re-Certified" or take a Refresher scuba course?

I would suggest taking a NEW skill class. As you are AOW I suggest Stress and Rescue. If you have some recent dive experience but feel a little rusty, then learning something new and engaging with other divers and instructors will be a great immersive opportunity.

Most Stress and Rescue classes bundle First Aid and CPR and we call all use a refresher on that once in a while.
 
I had a 15 year intermission between dives at one point several years ago when I relocated to FL from central TX. I decided to go ahead and just take the full OW class again even though a refresher was all that was really required. I'm very OCD, so I appreciated the extra time both to ask questions as well as practice in the pool. You don't know what you don't know, and I certainly didn't remember everything that I didn't remember that is important. For me it was a safety issue, and I don't skimp on safety.
