I'm planning a road trip through the west coast on my way up to BC and will schedule a couple of dive trips on the way.

I much prefer to dive with steel when diving dry, but I'm unsure if I should take my tanks with me. Do charters in the PNW mostly use AL80s or is steel commonly available ?

Bring your tanks. There are good steels out there, but you have to ask and they're not always available.
 
the local boats usually do not provide tanks. you can rent steel tanks from dive shops in the area pretty commonly.
