What you do with your tank is on you. As long as you have the equipment (or have a Shop) to fill/blend the gas, you're good. If you bring your tank to our Shop to get a nitrox fill (a partial pressure fill from us), we will evaluate the tank to determine if it has been properly oxygen cleaned. If the cylinder has a generic sticker, or we don't know the Shop that did the inspection, we require the cylinder and valve to be re-cleaned before we'll fill it. Our Shop, our rules. We're not out to gouge our divers - we just want to go home at night. (Hope that doesn't come across as unreasonable or misinformed.)

You should consider upgrading to a continuous blending system. Its actually quite a bit safer since you don't have to rely on the tanks staying O2 clean (which it may or may not) once it leaves your shop. It also lets you suck each O2 supply bottle dry. Filling individual recreational nitrox tanks one at a time with partial pressure fills is really inefficient compared to banking nitrox. Lots of different choices on what to bank. Some shops bank 40% and cut it with air. Many places just bank 32%. Avoids trusting tanks to stay O2 clean, avoids tons of grunt work cleaning them too.
