Location for PADI Jr. Rescue Diver course (with some constraints)

My daughter (age 13) is looking to get her PADI Rescue Diver cert. during her Christmas vacation (she got her AOW during this same period last year in the Philippines).

We'll be traveling from the west coast of the US, and would prefer someplace with good/great diving so we can enjoy a few dives before/after completing the rescue course.

From a travel perspective we can't leave until late Dec 27th, and need to be back in CA on Jan 4th.

Looking for suggestions on locations, as well as dive operations that offer the rescue diver course (with English-speaking instructors).

Also considering where I want to travel w/my daughter - will avoid places that aren't potentially "family-friendly."

What is wrong with her previous instructor/operator in Philippines?

Nothing at all (although Puerto Galera was a little crowded...). Just wanted to try someplace new.

PG is always crowded around Christmas. Resorts are full and instructors are extremely busy with classes etc etc. But this probably apply to more or less everywhere in SE Asia around festive season.
New location is nice but you will be dealing with unknown such as resort, dive operator, instructor, dive sites selection etc etc. So if your daughter is happy with the instructor she had last yr, then why not go back to PG again. At least you know the pro and con of the place and I am pretty sure there are dive sites that U2 did not go last yr or would like to revisit again.
If you really want to try somewhere new and quiet then how about Dauin near Dumaguete? Liquid is my suggestion. It only has 8 fan cottages and AC is really not necessary around Christmas.
