I would guess that is an Anthias or a Pseudanthias, of which there ares several in the Gulf/Caribbean, most with those long caudal streamers. The fish is red, suggesting a deep water habitat, and the white blotches tend to appear when a fish of this type is is frightenrd, as by a bright beam of light.
 
I’ll play: perhaps an Indo-Pacific Swallowtail Hawkfish, Cyprinocirrhites polyactis, or similar, released from someone’s aquarium.

How big was it? What depth? etc.
 
It's a creole fish.
