I use a metal detector underwater , have tried using a propulsion vehicle to dig, unfortunately, these tend to be too powerful. Looking for the smallest device I could use to move sand in a controlled manner. Thanks
 
I just use a small plastic gardening trowel , plastic because I can scoop up some silt , sand and scan it if I need to other then that it works to fan away sand , try to fan the sand in the direction of the current
 
You could make a small air lift out of PVC pipe, a 1/4 turn valve and some tubing. This is something that is usually getting the air from the surface but it could be done on scuba with a set of doubles, one tank for you and the other to run the air lift.
