User removed?

So how can you tell if a user has been removed or suspended/expelled?

I had a user make a recommendation a while back that I recently purchased.

He had asked for some feedback on it and when I went to send him a PM, that option is not available.

I looked at his profile and can see it has been a month since he has connected.

Does the fact that the PM feature is not available on their profile indicate they have been suspended or expelled?

If you can see his profile he's still active. More than likely he has PM's turned off.
All the "social" aspects of .vbulletin can be also - in UserCP->General Settings.
