I spotted one fish in that video. One fish. Where are the rest?

I have read news about submarine tours in Cebu. This incident is a good example of the result of an uncontrolled boom in the local tourism industry. The lack of safety procedures and best practices for submarine tours have caused damage to the reef and and endangered the lives of its paying passengers and crew. I suspect that the pilot of the submarine wanted the passengers to have a close-up view of the reef. It just got too close for its own good. Notice that the bow of the submarine has lots of scratches. It may have been in a similar incident in the past that was unreported. Fortunately, this time, this incident was caught on video.
 
they say that sub came from thailand. i wonder if its the same we saw in Pattaya. that one was plowing through staghorn corals there like a lawn mower. I dont think the driver of that sub has much visibility. dont think they care.
