Any one know where I can find a good instructor that can teach in Tagalog? Any agency is fine, and it's a huge bonus if they teach with in one hour from any of the airports on the islands.

I have taught and certified some divers who are limited to Tagalog. I live in Manila and we can hold dive classes in Makati or Greenhills. I'd be glad to help you.
