I usually don't wet mine. If I have trouble with the tank slipping, which is rare, I'll get it wet. My BCD has double bands and the rubber things too.
My brother has a similar BCD from the same mfr and he has to wet the bands or it will slip.
 
I believe some of the problem is with the plastic cams, the metal cams I have on my wing have a longer throw than the plastic and puts more pressure on the strap initially and the strap dosen't loosen. I used the metal cam on my jacket BC several times and never had any issues, with the plastic cam it always lost tension on the strap even if the tank stayed in place.

You only need two tools in life – WD40 and Duct Tape. If it doesn’t move and should, use the WD40. If it shouldn’t move and does, use the Duct Tape
