You may want to look in the PSD forum there are a lot of guys there who have answered similar questions to this.
 
Swift water rescue and diving don't always go hand in hand. Ever try to dive a six knot river? SWR is a surface rescue deal most of the time, Stranded rafters, flood victoms, ect. SCUBA would be a help sometimes but is not nessary.
Take a look at PSD section. More usefull info from people that are in the field and understand what yor looking for.

All the agencies are basically the same.

What you need to find is a good instructor. They are the ones that
will give you the training needed to get certified and then some.

Go to different dive shops and talk to instructors that will be the one
training you.

Pick the one that sounds like he will give you the most for your money.
