Yes you can. We have been there 3 times, stayed at Coral Estates and all of the coast seems to be all shore dives.
Ocean Encounters is the name of the dive op at Lions Dive. The shore dive is called Stella Maris. Note that you have to tow a flag or SMB because the swim out and back is in a boat channel. There is a thick line on the bottom that runs along the side that guides you from the beach entry out to the reef.
Just west a little ways is the Dive Bus, with their "house reef" of Pier Baai (a.k.a. - "The Car Pile") across the street. With them, using their business, you can park in their gated lot and not worry, and rent whatever you need. Nice little shop, and some really friendly folks... There is also some food available on the site with a little local business.

And I haven't gone to the house reef at Lion's Dive because it looked sketchy (you go out through the channel that they take their huge boats in and out of!) but the house reef at the Dive Bus was my favorite in Curacao so far! I liked it even more than GoWest!
