They were above me and coming toward me in a school formation when they began to form the circle. I believe that it's a defense mechanism to pause to examine a possible threat and then once assessed, move on; which they did. Remember, with our fins we are much larger than most reef fish and we are noisy with our bubbles and strange water motions/vibrations. This is not normal on the reef so they may see us as a threat or something unknown.
I have seen this in Papua New Guinea, and Vanuatu so it may be a South Pacific species behaviour.
