This was included with some used dive gear I bought. All the gear was newer Zeegle stuff. I'd suspect it's some kind of lead line but seems too thin. As a marker the float is way too small. What is this??

Would gues that it is a fishing marker buoy that someone repurposed for some particular aspect of their diving? Maybe a site mapping aid? Mark a structure, surface and take compass readings?

:) ‘cause we’ve got one and use it for the very reason you guessed! We mark our exits shore diving Bonaire.
 
It appears to be a very early model or a copy of the Pelican float made in Torrance California by the late Dave Parker

A few years after the introduction of the Pel-float Dave developed and produce the Pelican cases

Used something like that in my SSI search and recovery class to mark an object or location. Except it was yellow.
