Being an amateur photographer, I wouldn't use a smart phone to take pictures of much of anything. Even keep a portable camera in my truck for those unexpected photo ops.
 
Only if I was able to SMS it to a friend, or post it on facebook.

Before you know it, there will be signs underwater...

I'll take it on the boat, but it stays in a dry bag.

I have seen someone using their iPhone in a waterproof housing filming sea lions of a dive boat. The problem was that it was only rated to 10'.

Heck, I have problems taking a decent picture underwater with a real camera and proper lighting.
I can't imagine the horrible results of underwater pictures from my Android.
Plus flooding my Cannon compact cost me maybe $70, a lot less than a new phone.
 
Unlikely. Housings fail. Bad enough if a camera floods, I won't risk flooding my iPhone!
